The comprehensive club management law in Iran mandates that every sports club must employ at least one graduate with a bachelor's degree or higher in sports sciences as a "technical manager." This appointment is contingent upon receiving technical qualification approval from the Ministry of Sports and Youth.

The duties, employment terms, and activities of technical managers will be determined according to guidelines issued by the Ministry within three months after the law's enforcement. These technical managers play crucial roles in supervisory, advisory, supportive, educational, and scientific development functions within the clubs.

The law also emphasizes the importance of specialized training courses and defining different technical qualification levels based on experience and performance of the technical managers. Club levels are considered a key factor in employing managers with various qualifications.

Other important aspects addressed include conducting specialized exams for applicants, job security, scope of responsibilities, and limits of intervention by technical managers.
